How to challenge a big service charge increase

England and Wales · Law checked 24 October 2026 · Not legal advice

Big rises usually come from insurance, major works, new contracts, a reserve-fund top-up, or an agent's fee increase. Not all are challengeable, but many leaseholders never ask.

Step by step

  1. Compare budgets: put this year's and last year's figures side by side, line by line.
  2. Request the summary under section 21 and inspect invoices under section 22.
  3. Check consultation: any works over £250 per flat, or contracts over 12 months costing over £100 a year per flat, needed section 20 consultation.
  4. Check dates: old costs billed late may fall foul of the 18-month rule.
  5. Check insurance: ask about commissions and get comparison quotes.
  6. Dispute in writing and pay the undisputed part.
  7. If needed, go to the tribunal, ideally with neighbours.
